BRADD needs your help in this comprehensive planning process, and there are many ways you can be involved. From providing information, to volunteering on a County Steering Committee, we want as much input and engagement as possible. Keep reading below for specific options on how you can contribute to the 2022 BRADD Multi-Hazard Mitigation Plan Update. Primary participation from each jurisdiction and citizen involvement is occurring through one of three boards/committees: 1) BRADD Board of Directors, 2) Regional Economic Development Committee, and 3) County Steering Committees.

The BRADD Board of Directors meets monthly and is comprised of each of the ten county judge executives; the mayor of each county seat; the mayor of the largest city within each county, if not the county seat; the mayor of other incorporated cities within each county so long as they pay dues and elect to be a board member; a citizen-member from each county who is selected by the judge/executive and mayor(s) from each county; and at-large members who provide minority representation or representation of unemployed individuals.

The BRADD Economic Development Committee was reconvened in December 2020 as an advisory committee established under the BRADD Board of Directors to review multiple regional plans including the Multi-Hazard Mitigation Plan and Comprehensive Economic Development Strategy. Stakeholders can participate in the planning process by attending regional Economic Development Committee Meetings, serving on a County Steering Committee, completing regional surveys, adding project ideas and/or areas of concern/vulnerability to the Regional Feedback Map, and/or providing review for information provided through the planning process. BRADD Planning Team
The planning team for the 2022 update was primarily comprised of five BRADD staff members – Emily Hathcock, Associate Director of Planning & Development; Mary Adams, Public Administration Specialist; Kaycee Bunch, Resiliency Planner; Drew Benningfield, Hazard Mitigation Analyst; and Dajana Crockett, Disaster Resiliency Coordinator. As a team, they worked to coordinate and facilitate over 100 county-level planning meetings and 4 regional committee meetings to gather input and guide the overall plan update.

BRADD AmeriCorps Members
Throughout the planning process BRADD worked with multiple AmeriCorps members serving through the KY Ready Corps program based out of Eastern KY University. AmeriCorps Members Aaliyah Van and Lauren Biggs worked with local stakeholders to conduct one-on-one interviews to learn more about community successes and challenges. Ms. Biggs also conducted a series of success-story interviews highlighting local jurisdictions and organizations and their work in creating more resilient communities.

AmeriCorps Member Shelby Robertson worked with BRADD's GIS team to create an interactive inventory of critical facilities for both public use and a more detailed version for use by our regional Emergency Managers as they plan for and respond to disaster events.
BRADD invited 100+ hazard mitigation partners to participate in the 2022 Hazard Mitigation Plan update process. To solicit participation from these partners, BRADD presented at meetings, requested information, and emailed and called partners. To view planning partners by category, click here. The COVID-19 pandemic made public outreach particularly difficult; however, BRADD staff responded with creative strategies to bolster public involvement. In addition to continually recruiting members of the public to serve on County Steering Committees, BRADD also utilized the below methods for obtaining additional feedback

Website & Survey

BRADD launched a website https://hazards.bradd.org in January 2021 to serve as the primary source of information and updates about the planning process. The website included information about hazards, public outreach survey, meeting schedules, and a mitigation feedback mapping application. BRADD staff advertised this website and the public outreach survey in the BRADD newsletter, website, Facebook page, Instagram account, and Twitter page. BRADD also requested that fiscal courts post the survey and the website URL on each county’s website and social media pages. Finally, BRADD staff advertised the website and survey at each county and city meeting (either in person or virtual) they attended. BRADD received over 939 responses from the public survey. Meetings

BRADD staff presented at over 40 public meetings including city council meetings, fiscal court meetings, chamber of commerce meetings, local emergency planning commission meetings, county water management council meetings, and more. These meetings took place online or in person. During these meetings, BRADD staff highlighted how the public could provide feedback through the website and gave staff contact information.

Join a County
Steering Committee

The biggest way to contribute to the Hazard Mitigation Plan, and other Regional Plans, is to join your local County Steering Committee. Each of the ten counties within the BRADD region have local Steering Committees to guide the planning process. Throughout the planning process, BRADD seeks community input through the form of surveys. These surveys are short (typically can be completed in 10min or less), and provide key information regarding our counties and communities. You can provide key input by reviewing the information under the hazards regularly, and noting any areas of concern.
