BRADD Regional Goals & Objectives
During the planning process, BRADD staff met with stakeholders (see the Planning section for details) to understand the region’s mitigation needs. After 60+ meetings with local officials, city and county employees, local interest groups, and members of the public, BRADD staff helped create six goals for the region’s mitigation strategy. These goals were approved by BRADD’s Regional Hazard Mitigation Committee.
Goal 1: Reduce the loss of life and property, protect communities, and reduce vulnerability of critical populations from all hazards.
- Objective 1.1: Minimize the loss of life and number of injuries related to disaster events through implementation of mitigation projects throughout the region.
- Objective 1.2: Minimize the disruption to and enhance rapid restoration of transportation systems.
- Objective 1.3: Minimize the disruption to and enhance rapid restoration of utility systems including broadband & communication infrastructure and systems.
- Objective 1.4: Minimize the disruption to and enhance rapid restoration of all identified critical infrastructure.
- Objective 1.5: Reduce the number of critical facilities in hazard areas.
- Objective 1.6 Minimize the damages to groundwater and the environment as a result of damages caused by hazards.
Goal 2: Protect each jurisdiction’s most vulnerable buildings and critical facilities through implementation of cost-effective and technically feasible mitigation projects.
- Objective 2.1: Utilize available mitigation measures to reduce the number of vulnerable structures in the hazard areas.
- Objective 2.2: Improve the resistance of structures in the community against natural hazards.
Goal 3: Enhance existing, or design new, county policies that will reduce the potentially damaging effects of hazards without hindering other community goals
- Objective 3.1: Enforce and enhance existing policies and authorities.
- Objective 3.2: Develop new policies such as ordinances and building codes that will require new structures meet standards for hazard areas.
- Objective 3.3: Revise existing and develop new regulations that promote mitigation activities.
- Objective 3.4: Develop plans at the local level to enhance hazard mitigation.
Goal 4: Protect public health, safety, and welfare by increasing public awareness of existing hazards and by fostering both individual and public responsibility in mitigating risks and maintaining community resiliency due to those hazards.
- Objective 4.1: Educate the public about hazards prevalent in their jurisdiction.
- Objective 4.2: Increase public understanding, support, and awareness for hazard mitigation to maintain community resiliency.
- Objective 4.3: Develop and maintain education on evacuation processes.
- Objective 4.4: Educate the citizenry about the availability of insurance options.
Goal 5: Increase and enhance the communication systems and the technical capabilities of local jurisdictions to reduce potential community losses.
- Objective 5.1: Improve each jurisdictions capability to identify and map vulnerable structures and critical facilities.
- Objective 5.2: Reduce vulnerability of future development by creating databases that identity risk areas and loss potentials in order to mitigate during development.
- Objective 5.3: Reduce vulnerability and increase the jurisdiction’s communication systems and ability to direct emergency services and resources to the appropriate hazard areas.
- Objective 5.4 Improve each jurisdiction’s training capability to respond to special incidents and/or events that may arise due to unique circumstances.
Goal 6: Build local support and commitment in order to increase resiliency and continuously become less vulnerable to hazards.
- Objective 6.1: Train volunteers to support and implement mitigation activities through Citizen Corps (including CERT, MRC, FireCorps, etc.) and other programs that will enhance the response capabilities of the local jurisdictions to work toward self-sustainability when responding to hazards.
- Objective 6.2: Pursue regional, local, and inter-agency partnerships to increase communication and coordination for hazard mitigation and disaster response.
